The "White Card"

Medical Benefits Identification Card

Those who apply for the Energy Employees Program (EEOICPA) and are awarded medical benefits will be issued a "white card." ​

Similar to a standard insurance card, whenever you receive medical care related to an accepted illness, you will show this card to have the cost covered under the EEOICPA entitlement. ​

Accepted illnesses are listed on the front of the card and designated by numbers. The card can cover a wide variety of medical services including in-home care. ​

Impairment Ratings

An impairment is “a loss, loss of use or derangement of any body part, organ system or organ function.” Furthermore, “Impairment percentages or ratings developed by medical specialist are consensus-derived estimates that reflect the severity of the medical condition and the degree to which the impairment decreases an individual’s ability to perform comm Activities of Daily Living. An impairment evaluation performed by a qualified physician is the basis for the covered employee’s determination of impairment benefit entitlement. Therefore, the physician’s impairment rating report is to include narrative text that clearly communicates the physician’s opinion, and that provides a convincingly descriptive rationale in support of the stated impairment rating. The impairment rating is a percentage that represents the extent of a whole person impairment of the employee, based on the organ or body function affected by a covered illness or illnesses. A qualifying impairment rating must account for all Part E accepted covered illnesses claimed by the employee and must include all pre-existing conditions present in the claimed organ or body function at the time of the impairment evaluation.
